Second Home Insurance

HELP!! Second home insurance problem. Primary is in Florida...second is in Idaho--where to go for insurance?
I'm told by the company who covers my primary here in Florida that I need someone in Idaho to issue this policy...and I'm told my the person in Idaho that I need to have someone here in Florida issue the policy....can someone PLEASE help me. It was an Allstate agent in Idaho that told me she couldn't issue a policy for me.
